Christmas cracker fillers for toddlers

Does anyone make their own crackers? I am this year and have filler gifts for the adults, but stuck on what to use in the crackers for my twin 2 year old grandsons. I know Matchbox cars would be the perfect size and they are car mad but they are for 3 yo and above. Any ideas?!

I get stumped on this issue for my 1 year old GDs stocking. I think bubbles are a popular and safe option. I’ve also got her one of the white chocolate Tiddlypots from Hotel Chocolat.
At a loss what else to suggest sorry.

You can buy very small dinosaurs which might appeal. I'm not sure where from though

Last year for a table gift for toddlers I bought mini monster trucks from Amazon. They are 2 year and over,

Cars are usually ok. DGS2 had an advent train with mini Disney cars when he was 3, mini Thomas the tank engine at 2 and this year aged 4 mini monster trucks and Minecraft figures. DGS1 is 9 and requested sweets this year. I think Santa will soon be found out for him! DGD is 5 and has had make up things for girls, bobbles but ALWAYS has to follow her brother so sweets this year!
