That's ridiculous.

What is the point of having 'choose to refuse', and still being disturbed?

I would complain to BT.

DH signed up for 'Choose to refuse' with BT to bar someone who had called him on the practice line 60 times over two days. This is a person who obviously has MH problems (probably dementia) and whose family do not get back to us when we call them. We have called SS who referred the patient to the GP who then referred her to us!! confused

This evening we got a call from BT telling us that the same person had trouble accessing us and needed a call back. I realise that the 'choose to refuse' option will be computerised but how ridiculous to then ring us! angry
