To expect my final electricity bill to be accurate?

Long story short, I have changed supplier, I gave the new supplier a final meter reading. They chose to give my old supplier an ‘Industry approved reading’ in other words an estimate.
My meter reading is 145 units less than their estimate. I have a dated photograph as proof of the reading.
Apparently I can’t dispute this meter reading as it falls below
the 250 units that they are allowed.
This apparently is laid down by ‘the industry.’
So I’m about £25.00 worse off and no one will do anything about it!
However, I’m not finished with them yet. I have sent both my old Electricity company a stern letter, and have told my new supplier that they have to get in touch with them and give them the correct reading.
I don’t know how this will end.
Has anyone else heard of this? I’ve changed suppliers before and they have always used my meter reading.

That's terrible! I've no experience or advice: just wanted to say what a ruddy liberty it is!!

If it’s a company with the initials SP, I sympathise. We spent almost a year trying to sort out their incompetence.
