Given the ‘mom’, I’m assuming it’s from across the pond and therefore probably not ironic at all.

BTW I do know that ‘mom’ is usual in parts of the U.K., too, but to me the whole thing just has an American flavour.

To "flip out on" means to get 'stupid mad'/irrationally angry or over the top dramatic in expression of anger.
