The government intends to change the system for child maintenance to reduce reliance on the CSA (child support agency) and encourage parents to agree finances for their children between themselves. In future, if the state does have to get involved, there will be an upfront fee and collection charges (this is not up for debate, but the levels of charging are). People who are currently using the CSA will have to move into a family-based arrangement, outside the state system, or use the new Child Maintenance Service.
