VAT on Poppy Wreaths

Just completed a Poppy Wreath order via Lady Haig's Poppy Fund for a voluntary organisation to lay at the war memorial in November and was shocked to find that there is VAT at 20% payable on the Wreaths. I assume that big corporations will be able to claim the VAT back as a business expense and that the PM and other top brass will have their wreaths handed to them and may not be aware how much they cost or that Vat is charged. So it will be all the small organisations and perhaps, still grieving relatives and individuals who will be handing 1/5th of their donations to the Treasury. Do you agree that this is disgusting?
