Total waste of money, but if it encourages anyone to apply for Pension Credit, I suppose it is worth it.
I think that's the point of them. I don't get a pension yet, but my husband does, and got a letter informing him that he won't get the WFP, but if he fulfilled one of a list of criteria he could claim PC. If, as we keep hearing, there are many people who could claim but don't, this might mean that they realise they are entitled and make a claim.
Given the automation in the system it won't cost as much as it used to to send out letters. They will be printed automatically, and the DWP won't be paying full price for stamps - they will have a special deal with RM. It would be cheaper if they could use text or email, but too many people don't engage with electronic communication, so there is no alternative but to send paper copies.
