Paul McCartney - he gets wheeled out every time there is some national musical event or celebration, but his talent was as part of the Beatles and song-writing with John Lennon, not as a geriatric rock singer.

As per the Stella McCartney thread I suggested this thread suggested by a Woody Allen character in Annie Hall. Who or indeed what in your opinion deserves a place in the HOTVOR.
