If the neighbours had real cause for concern about her welfare that would be their responsibilty to mention that to the authorities as well, (same as if it were a child.)
The neighbours can think what they like it is not them that have been living with a very difficult situation.

I didn't want to let on, as I wanted honest opinions. This is actually my brother/mum/and DD.
This is by no means meant to be a justification, as I don't feel we need to give one. I just wanted to give the facts 
Mum has late stage alhzimers, my brother has looked after her since she was diagnosed 5 yrs ago. But now finds it impossible to cope. Especially as he often works nights and with his commute is away 12hrs at a time. I think he deserves some happiness with "his lady". SIL is redundant from the army and consequently he and DD DGSx2 are gouing to be homeless come January. The timing of this is a convenient coincidence. My brother would have sought tennants for the house anyway.
The reason I posted the orriginal thread was I was curious as to what his neighbours may be thinking. I'm sure one of them will think the worst, as they have had rows in the past
