lacking knowledge
ill-educated
uninformed
having no understanding or awareness of

All meanings of the word that should not apply to people who give planning permission for the building of houses on unprotected sand dunes.

Ignorant can also be used to mean rude or discourteous but that wasn't how I used it in a recent post.
