What is 'live' these days?

Philip Hammond has apparently just been speaking on BBC1, with a banner 'Live, Westminster' above him.
Why was the face of Big Ben behind him blurred out?

Not the first time I have thought 'live?'

Makes you wonder today, whilst watching Tour de France with commercial breaks it makes you think what parts are real live and what parts pre recorded live so to speak.

The other morning Ken Bruce was talking about playing a song that had been recorded live earlier in the day ( may have been Wet wet wet ). So was it live or was it recorded. Not sure how they would have recorded it if they were not live. confused
