Presumably, this is the least worse/best the police/courts could do at this moment to protect women. We know nothing about this man's behaviour or level of risk. I cannot imagine the police/courts have nothing better to do than make an order that will be difficult to enforce but that this man's behaviour has reached a threshold where they feel "something must be done".
As I mentioned earlier, it's a bit like warning parents if a pedophile moves into the street. Damned if they do and damned if they don't, so far as the "authorities" go.
