My local council covers quiet a large area and is often critisised for favouring certain areas (where they are based) over others. There is a very popular cafe across the road from a pleasant beach area that we frequent. For the past 21 years they have put tables and chairs on an area of grass outside their premises overlooking the sea. Out of the blue the council want to charge them £2000 per year for the privilege. They are always harking on about improving tourism in the area. I just don't get it.
