For a couple I would recommend at least a 32ft boat. Depends just how much room they need. I build narrowboats and have worked on many. If there ok for money then I would recommend buying new. Generally with a nice layout basic but efficent I can do a 32ft new build ready to live on for about 42k. That includes everything. It can have a permanent bed or could have one that you make yourself. I would always recommend a permanent bed as it makes life that bit easier. If they decide to buy a used boat and they see one that they like make sure that a survey is done. May cost a few hundred. But if the hull needs overplating it could end up costing thousands. I've seen it so many times. I once overplayed a 70ft boat. After me overplating and a full refurb plus the cost of buying the boat in the first place it came to 115k. I could of made a brand new one for that price. Just be careful as it can be a mine field for first time boat owners. If anyone needs any help or advice I'm here to help.
