Izabella I too am horrified that you could possibly have encountered the attire you describe. There are no words harsh enough fo such people.
I went with DD, SIL and DGS yesterday to visit SIL’s mum in her new care home and it was lovely to see how settled and calm she was , the opposite of the last (also expensive) care hone where family were tearing their hair out at the noisy music (ABBA) in the background, the impatient staff and the lack of joined up thinking. One of them had to undertake the 30 minute+ drive every day to make sure she was fed, and frequently found her distressed, unwashed, lank greasy hair etc. They were heartbroken to see her lack of quality of life and to see her clearly not cared for.
Yesterday was the opposite - admittedly that awful disease has progressed and she only has intermittent speech but she was loved and cared for. Being 10 minutes walk from the family home, her DH can pop in several times a day or stay longer and best of all, the staff treat him like a partner in her care. It is a lovely former stately home with beautiful gardens which she will enjoy when the weather improves as she was always a keen gardener and even if she is not up to a lot of walking, will enjoy sitting in the sun.
It gave me hope.
