It will just be rebranded with all the costs involved,
those at the top will move on and those further down the staff chain will remain..

The govt are passing on blame for their failings to others, as usual. As far as I know PHE were largely following govt instructions . And they do far more than Covid work.

If it is merging with Test and Trace, which is badly run by Serco, is this another part of the NHS going off to a private firm?

Test and Trace is run by Dido Harding. She has a wonderful track record.

Interesting as her husband wants PHE to be scrapped.

John Penrose is on the advisory board which wants PHE scrapped and the NHS to be replaced by an insurance scheme.

She has a wonderful track record hmm

Dido Harding! As kittylester says, what could possibly go wrong.
This government seems to excel at appointing people with a proven track record for getting it badly wrong.
