Who cares what Musk gets, he is Tesla he created it, the payment is in shares not cash, if the value tanks he looses out. Tesla faces a lot of competition from China in particular it’s had its honeymoon.

If other investors want to risk their money it’s their choice, the EV market is tough at present, no reason to think it’s going to get better soon.

The majority of Tesla shareholders voted for the pay deal because Elon Musk does deliver on his promises, and they have been paid handsome dividends.
He is not receiving the $56 billion in cash, it comes in the form of stocks in the company. This acts as an incentive to keep him working hard for Tesla. He is well aware that should he sell his Tesla's stocks the price will crash so nobody wins. Part of the deal is that he can't sell the shares for five years, and Tesla employees all receive share options, and earn good money.
Big car companies like General Motors and Ford spent about $4billion last year on advertising alone so in comparison it isn't such a big amount.
