A Labour government should surely be expected to first and foremost seek to help those workers who are in the lowest pay-grades, plus those currently out of work.
"Working people" is presumably the modern, politically correct term for what used to be termed "the working class".
We all know that most people in any modern country work - there are very few indeed living on inherited riches, so these terms have always sounded odd to me, but you can hardly blame a Labour prime minister for using them, or for seeking to help those who presumably voted him and his party into power.
