Meningitis outbreak in Kent could more have been done?

As a retired Infection Control Nurse I must say I was rather surprised at the delay. The news this morning said students would be offered AB's today - what happened to the weekend? If we had an outbreak of anything the ICT could and were called out day or night, weekend or no weekend to contact trace and offer any appropriate drugs and vaccs, information and support.

I think cases were reported between Friday 13th and Monday 15th and are linked to a social event. The trouble is symptoms can initially be dismissed if a student is thought to have been drinking, my guess is that symptoms could have been thought to be a hang over. I hope other universities are ramping up vaccination programmes and immediate advice for students who are unwell, this age group are particularly vulnerable.

Two persons have died after the outbreak,vaccinations are now being offered.Not sure if this is correct,but I am lead to believe that the out break occurred last weekend 7/8 March.
So why the wait of seven days?
