Why do Swimming pools create Algae?

or any small collection of water,if they are not maintained?
Is it to do with the sun light.
We have had a largish container of water in the fridge for a few weeks now,not for drinking I hasten to add and it has not turned green.Is this to do with no sunlight the coolness of the fridge or a combination of both.
