He misjudged - catastrophically. Through ineptness and a certain amount of naivety (IMO) - he didn't realise how much he was disliked by a number of people who later admitted that they voted to Leave because of that!!
However - I think he instinctively realised that, having lost the vote - he would not realistically by well-placed to carry out the Brexit negotiations. So I'm not entirely sure he should be condemned for walking away.
What I do blame him for is calling the referendum to silence the Early Retirement Group instead of facing up to them and dealing with those "bastards" (as John Major famously referred to them). That was weak and cowardly.
Some voters equated Austerity under which they were suffering with the EU and believed that voting against Cameron would mean we could spend more money on our country's services. And a red bus told them that was true, too. They did not know, believe or realise that Austerity was an ideological choice. They probably will now, though.
The fact that Sunak couldn't find anyone to fill the role of FS and had to manipulate to get Cameron in the role, says a lot about the calibre of individuals he had to choose from.
Matt Hancock has endorsed the move, and thinks it's a "brilliant decision".
