Thanks for the link Gn. I've signed. Most holiday makers have no idea how cold inside warm climate houses can be in the winter. My brother in law had over 3 tons of wood delivered last year. He also has a gas heater and two electric radiators in an effort to keep warm. He is 84 and it was the first year he had received the fuel allowance.

Having previously owned a property in Spain I can confirm that the houses are not built to stay warm and during the winter they can be very cold

Despite not being an expat, I have signed it in the interests of fairness. However, I think the petition could have been better worded to include the incontestable fact that many expats live in places that are just as cold as - or colder than - the UK.

Signed. Would be very interested to know if the calculation for the overall winter temperature of the UK also includes its overseas territories.

The government is proposing to treat the whole of huge countries like France and Spain as one area for the purpose of calculating average temperatures. They are even including tropical islands which are French colonies. This is another vindictive little proposal which will save very little money but could be very damaging to British pensioners living in chilly areas abroad.
