How true

I somehow found this rather comforting, I know we should assume that governments know what they are doing, but even as a small child I used to wonder how a Minster for Defence could be re-shuffled and become an expert on say Education when given title of Minister for Education. We all wing it as parents, partners, employers/employees dont we?

In terms of politicians they are so well backed up by civil servants who are the ones really doing the work. If you loved Yes Minister you can definitely see Sir Humphrey 'winging it'.

On a local council, I moved from chairing one major committee to another. I was a bit apprehensive, but once the officers realised that they couldn't b-s me, I found them very helpful and usually in tune with what my party's policies were - and if they weren't, they soon were.
