Rather than put tariffs which break WTO rules, some countries *such as the EU*prefer to strangle trade by imposing red tape, bureaucracy and things which increase the administration cost of trading. This has the same effect of discouraging imports. For example, the increasingly stringent standards set by the private sector in the area of certification and traceability create difficulties for developing countries exports.
