I think he's the House of Commons hairdresser, not one personal to Johnson, though quite why the Commons should employ a hairdresser when they could perfectly well go to any hairdresser is beyond me. I suppose it's a perk of being a member of the best club in the world.

Well I don't think much of their skills if Boris is an example of what they can do, retraining needed.

Maybe it's a consolation prize for being so bad at his/her job if it's his own hairdresser.

The hairdresser's Coat of Arms should include Crossed Garden Shears and a Shaggy Sheep...

I do think that Sunak should be looked at because he allowed these ridiculous awards through with impunity. There is no question that it puts the whole system into a highly questionable place.
