I'm so pleased to see this and I agree with Sharron Davies in what she tweeted today, “Thank you UCI for at last giving your female cyclists fair sport as they deserve … sport has been treating, with huge disrespect, their biological female athletes. Any governing body not offering natal female & open as categories are committing sex discrimination.”

Good idea.
Natal female and open categories restores the fairness in sport for females whilst not depriving anyone of participating in sport.
Natal women who have hormone treatment to support their transition, will be at the biggest disadvantage if that treatment is seen as performance enhancing.

If we see a surge in successful TW or Bi winners in the open category we may even find natal men asking for their own categories.

Great news and about time. Let's hope others follow.
