It all depends on how these changes translate to real actions tho doesn’t it? If people on the boats refuse to be rescued by the French does this mean the boats will be towed back to France and police there arrest them, or the French navy communicate with UK border force and the people be arrested here when they land? Either way let’s see if it works.

Hate to burst anyone's bubble but the Tories were poised to introduce "early release" for prisoners. I heard one of their MP's saying just that not so long ago. There was no choice, the prisons were/are splitting at the seams. Given that the Tories were in government for 14 long years, I imagine much of that sorry state of affairs is attributable to them. Anyone like to discuss that further?
