I would suggest that either you or your daughter sit down with your granddaughter and explain to her that the behaviour she is having to put up with at school is bullying and it won't just stop. So her mother does need to have a quiet word with the teacher about it.
Does you granddaughter have any friends in her class at all? If so your daughter should invite one or two of them home after school to try and strengthen those friendships.
All schoolgirls have groups with one strong-minded girl bullying the others into doing exactly what she wants and excluding some poor girl. Any teacher knows the problem, and it has to be dealt with as soon as possible, so this child is taught that bullying is not acceptable and more importantly, school is not completely spoiled for your granddaughter.
