If she doesn’t want to be resuscitated has she got a DNACPR? If she has you can be reassured that it should be registered with the ambulance service who will know when they are called not to do CPR.

She has. But I think a greater worry is being taken to hospital by an ambulance. She wants to die at home. When she was nursing my dad in his final months the hospice warned her to never call an ambulance or he would end up in hospital and it would be difficult to get him out again. That has stayed with her.

She needs an advanced care directive then which states that she is not for admission. It can specify a ceiling of care ranging from no ICU, prioritising comfort over treatment, antibiotics for specific infections etc. Does she want to attend hospital if she breaks her hip or any other bone?

I have spent hours arranging for people to get the end of life care they want so they can die at home as have all the other paramedics I know.
We aim to keep people out of hospital if at all possible and cannot take them if they do not want to go even if we consider it an unwise decision.

Through her GP. It may be called a Respect form depending on your area. It includes wishes for place of death too.
