Unused taxi rank.

I took Andie for a walk tonight and passed the taxi rank which I have never seen a taxi in and saw 2 people waiting by it.
About half an hour later I noticed the same people were still there.
I went to speak to them and realised they were German and they were expecting a taxi to just turn up. They had not phoned for a taxi.
I had to tell them if they did not phone they will be waiting for ever and I called for a taxi using my mobile phone.
To illustrate how useless that taxi rank is the taxi company which is less than a mile away did not know where it was.
