I think systems vary from trust to trust. DD has regular checks following an accident and recently she got 'sanctioned' for missing an appointment she had not been informed about. She only heard about this when she was informed when she attended another appointment. She had to go to her GP for a referral back to the hospital, even though at no point had he been involved in her treatment, or had even seen her injury.
I think the problem is no system, whether telephone, post or email is foolproof. All can go astray or be ignored by the patient. NHS trusts are always trying to find more efficient ways of communicating with patients and reducing the number of no-shows.
Yes, all NHS trusts are implementing cutbacks, but this sounds more like inefficiency than a cutback.
