Of course it is bonkers but even the most ardent republicans actually do it when it is expected - Cherie Blair was a prime example, she did a little bob, because she just couldn't avoid doing something.
Aparently the Queen couldn't care less whether it was a Cherie Blair little tiny bob or a Margaret Thatcher deep curtsey right down to the floor, but she has been so used to it for most of her life that a pointed refusal might appear offensive.
varian could have hit the nail on the head here. The Queen is a different generation to most of us, and certainly to Meghan. So a pointed refusal may very well seem offensive. I have sometimes wondered if Charles and Camilla will dispense with this rather dated idea when just with family privately, but I expect it will continue in public.
