"Levelling up" disappointment?

Yes the local authority applied for the cash..yes great for locals. .yes jobs...though I don't imagine they are the highest paid.

I just imagined. ..better infrastructure including education, skills, help with businesses, start ups etc

Isn’t it up to councils to apply for the money?
Maybe they thought it would bring jobs to the area.

a local authority in bedfordshire, that I used to live near just announced a 20 million new leisure centre, funded mostly by the government's levelling up fund. I appreciate this will be great for local residents but it wasn't really what I thought levelling up is (or should be)
I thought it would be infrastructure, rail perhaps and investment into real jobs and industry. I know new jobs will be created but is it levelling up?
