I agree with welbeck. Get your DD to email both her town Councillor and District Councillor if she has both. I did when l had a problem and they both helped. It might help to say she is going to involve the local newspaper as well. It must be awful for her, what a disgraceful bully.
Our council had an anti social behaviour department when l worked there, it was part of environmental health. Oh and what about email her local MP, it might be worth a try.
Hope your DD gets some help.

My DD says her neighbours must be saints ( to put up with constant autistic meltdowns) as they never complain.
I take it this neighbour has been told the boy has autism?

Has she set up a video door bell with a camera that will record any future bullying attempts? If it continues perhaps she should contact citizens advice or get legal advice, so that a letter can be sent telling him to back off.
