I was reading an article on this today. In some USA states it is illegal to have a miscarriage (probably caused by drug/alcohol use) but legal to have an abortion.

Whatever your views on abortion this does seem very muddled thinking.

Whaaat? I have had 2 miscarriages. How could I have prevented/controlled them to stay on the right side of the law?

This is regarding care of your unborn child.
Drug and alcohol use can cause foetal alcohol/drug syndrome.
It is not investigating every miscarriage

This is a completely separate issue to abortion.

Is this not administering drugs or alcohol or any other uncontrolled means to deliberately cause abortion that’s illegal.
Spontaneous miscarriage is not a deliberate act
