Seems he's previously been detained under the Mental Health Act so no I don't think he should pay anything - the judge accepted that he meant no ill-will.

The victims families must be relieved that there was no political motive, or wanton vandalism.

Great that the young man wasn’t doing anything political, and didn’t mean any harm, but do you think he ought to be paying something for the damage he caused in addition to the non-custodial sentence? -Or is this a license for anyone to damage things as long as it’s not political or meaning any harm.
