Technically Queen Camilia is queen consort, as she is married to the king, not the sovereign herself.
The only queens in British history to rule are in Scotland Mary Stewart, better known as Mary, Queen of Scots, to distinguish her from her older second or third cousin Mary Tudor of England, the same Mary Tudor, her half-sister, Elizabeth, another Mary Stewart, who shared the throne with her husband William of Orange, Queen Anne, Queen Victoria and Queen Elizabeth II.
All of the other women in British history accorded the title of queen were married to kings and therefore if we want to be fussy, queen consorts, but all of them were referred to both by the general public, diplomats, British and foreign royality and newspapers as Queen followed by their given name, or rather the one of the string most of them had that they chose to use.
To me it seems petty in the extreme to insist on referring to Queen Camilla as the Queen consort.
When the late Queen said Camilla should be the queen consort, I hope and trust she meant she should be accorded the rightful title (Queen) generally used of the spouse of a King and not still be referred to as the Duchess of Cornwall.
