This is something that's really making me furious.
I live on a lane which is a favourite dog-walker's route. Some go out early for their dogs to do their business.
Every week, I put one or other of my dustbins out at the side of the lane. Dustbins are emptied early, at about 7 am.
Unless I fetch the bin back into my garden straight away (and why should an elderly widow have to get up at that hour?) there is almost always a packet of dog poo at the bottom of the bin, which will be there for the next fortnight.
I HATE IT and I'm starting to hate all dogs and their owners. I'm feeling cross right now, and every time I see my otherwise clean bins.

The bin lock looks looks fabulous and expensive, but how do the bin men open the bin if they want to look inside? Sometimes they do want to check the contents before taking it.
Try putting a brick on the bin and ask the bin men if they would put the brick back after emptying. Xmas bonus approaching! Awkward to hold dog lead, poo bag and remove brick!
Our local council rules are that dog poo must be double wrapped before being put in your bin, so the OP could be in trouble for having single wrapped poo.

I can see why people are saying "it's just a bin, as long as it's bagged..." etc.
But it's the attitude of the dog owners - I'd be too damned embarrassed to do that in case someone was watching me. Because you are basically just dumping your waste on someone else.
Take the bag of poo home - your dog, your waste, your problem.
As for those who hang the bags on trees and in the hedgerows - a huge, whopping great fine is the answer.
I live in a terraced house along a main thoroughfare... people have put bottles, cans, food wrappers, food - and all manner of rubbish in my bin, sometimes filling it so the lid won't close - and then they dump it in my stone flower-planter instead. Inconsiderate, selfish and completely lacking in manners and courtesy. Oafish behaviour.
Bellanonna maybe you could set the alarm just once and get to the window to catch whoever is doing the deed, and then shout at them loudly.
As I said, people can be very nasty these days and once they know where you live they may target you in the future. A polite sign may work because politeness always works better than rudeness (even if you are in the right).
My bin collection usually happens about 11-12 am on a wednesday so I bring it in as soon as the bin waggon has gone past. Having said that I only put them out when they are completely full which is about every 8 weeks. It would not occur to me to look to see whats been left in the bottom. Better things to do with my day.

I'm not sure I'd like it but to be honest, I don't see putting my blood pressure up over it. It doesn't take a lot of space and as long as it is bagged, it will be emptied out again.
I would just be happy that the waste was not being left on the dog walking route. I put poo bags of cat litter clumps in my bin anyway, so wouldn't mind at all.
Well good foryou, Hetty58, but not everyone gets up at 5. I’d hazard a guess that most people don’t. I feel for you Romola, but maybe you could set the alarm just once and get to the window to catch whoever is doing the deed, and then shout at them loudly. Hopefully it’s always the same person and if you confront them once the problem should disappear. I don’t see why you should calm down. I’d be livid too.

I don't think of 7 am as 'early' at all. I'm up and about at 5 am, walk the dog at 6 am, then the bins are being emptied at about 7 am, when I'm on the way home. I pop the bin back where it belongs when I get home.
My dog is not happy to be dragged out before 10am. Even happier if it's raining!
We have had poo bags deposited in our bin but I honestly don't mind. Better than left on the ground or hanging from a tree.
Yes I had the glamorous young woman with the designer dog dumping her poo bag in the recycling bin. I live near where a popular dog walking area ends and at least she used a bin but imagine being the person who sorted that recycling out. And I followed her home and I’m still alive to tell the tale. It hasn’t happened again.

We lived in a house with a tall hedge. Every day I would find bags of dog poo hung on the hedge. So I hooked them off with a stick, put them on the pavement and got some spray paint and painted circles round them. This did the trick.
Our bins are near the road and dog walkers sometimes put their bags in our bins. The bins are sitting there all week of course, so we solved the problem by putting locks on the bins. But in your case that wouldn't stop the early morning walker on the very day your bin has been emptied!
I agree the sign would be good, otherwise just get up early once a week and get the bin, it's not much of a big deal. That is what I would do. If you see the walker it's not usually a good idea to confront anyone these days, you may find they start throwing bags of poo into your garden or worse.
I came across a neighbour using a stick to retrieve a full dog waste bag out of her newly emptied bin. She was furious and I listened to her rant about the foul practice. When she got the bag on the stick, she lifted the lid of another bin that was close by and tossed it in.
I would hate it too, especially in the heat when it could smell pretty bad. To some people though a bin is a bin Is it possible to get the bin men to bring the bin back inside the fence/gate out of the way? It may even be possible to get them to take it out and then return it.
Having said that... it doesn't do you any good to get het up about it, so yes, calm down. Plus, if something annoyed me that much I would most certainly make the effort to get up early and do something about it - you could have a good yell at the least, and relieve some of the anger.
I agree, I’d be rather fed up but I’d rather have that than full poo bags just left around the countryside. In on of our nearby open spaces you can always see poo bags, even hanging in trees.
You can buy bin locks which activate when the bin is emptied I believe. I think you are entitled to be cross. I would be too
