Passport to Piddington?

It wouldn’t be the first. I live near Hay on Wye, the self declared independent Kingdom of Books, since 1970s. It has been a great success in bringing tourism to the area, including the Hay Festival, which is now a massive annual event, attracting authors and book lovers from all over the world.

I must admit I laughed out loud reading about the village of Piddington's idea of claiming UDI (if that's the right term) so their village can't be overwhelmed by migrant housing for so many young men. I thought: only in England!! But actually, isn't this similar to the plot of a 1940s film called 'Passport to Pimlico'? Does anyone remember that film? And could Piddington really claim indpenendence from the UK?
