Whilst I would not want to live like that, I wouldn't like to live under the rules of any other religion I can think of either - not the more orthodox versions anyway, and we are talking about a fairly extreme version of Islam in the article. But if others do, it's not for us to try, missionary-like, to force them to change their ways.
What we could do is make it easier for people to opt out if they want to, but even that is difficult. Social approval/ostracisation is the way most cultural norms are imposed. It's impossible to legislate for that, and what happens indoors (eg domestic violence against women and children) is very difficult to control, too. There are still people who believe that hitting children 'doesn't do them any harm' for instance.
