childcare bubbles

We live in the Scottish Borders in the countryside. Our grandchildren live in a built up area in England. We have formed a childcare bubble in the past. Their bedroom walls are being plastered and the roof repaired. It is not suitable for them just now, especially as schools are closed. We would like them up here but unsure if they would be allowed to travel - we meet half way at services so easy to social distance. Can we?

As far as I know the only reason for a childcare bubble is looking after the GC while parents work. It’s set out on the government website. Don’t know about rules for travel
