Advice for rose bed, please

Just moved house. Back garden has medium-sized neglected rose bed with no under-planting. Oh good, roses, says DH so I can't dig out the whole thing. but I've never been a rose fan. Don't want to wait and see what next year brings re the roses because whole bed looks so dreary now.
Can I prune the roses fairly hard next month, and put in under-planting at the same time?
Ideas for the latter very welcome. I think of catmint, blue geraniums, pink scabious, and perhaps the red lychnis coronaria (wh I used to call agrostemma?). And grape hyacinths. Want to keep to fairly muted colours for summer because the roses are white and pink. Don't want to seem to trump them - fair do's to DH.
