Personally, I feed bedding plants that are in hanging baskets and tubs at least twice a week from as soon as they're planted up. Bedding plants need to extract a lot of nitrogen from the soil to enable them to continue to grow and flower in such small, compact spaces and so you have to replace that nitrogen with an appropriate liquid feed. I planted my baskets up in late March, kept them under cover until mid April, feed them twice a week at least, and they're in full flower now.
Tomatoes? Not so good!
