I wouldn't use rooting powder but would change the water every few days. Is there a leaf joint below the water level? If not, cut off the lowest leaf and ensure the joint is below the water. If the bottom of the cutting begins to rot, make a fresh cut into sound tissue and return to the water.
Perhaps the woolly leafed cutting would do better in vermiculite? I have rooted African violets in that way but my MIL was always successful with water. Could you post a picture?
