It is an annual mallow - Lavatera trimestris, 'Mont Blanc'. Bees love it. It should grow taller than that, to about two feet so maybe it's been stressed at some point. Some growing advice here:

I'd be inclined to dig it out and take it to a garden centre/nursery to identify. OR take a photo and send it to Gardener's World magazine - they are pretty good at identifying plants from photos. But I'd isolate it (in a pot) in the meantime just to be on the safe side!
This little plant came in a packet of bee friendly wild flowers I thought it might be a mallow but friends disagree Any ideas it’s short about 3 inches high and lovely
