I don't bother about getting too many seeds germinating. I scatter seeds all over a tray of compost , wait until they have germinated and grown a couple of inches then just break off lumps to sow where I want them to grow on. Dead easy. After they've flowered and set seed I pull them up and store upside down in plastic carriers so the seeds drop to the bottom and start the process again.
