I presume GPs get paid specifically to do certain check and not others. There seems to be money in the system to do checks for diabetes. My husband has been diabetic for about 20 years and it is well managed by him, with an annual GP check, but he is currently in hospital for heart problems and the consultant said his conditions needed to be reviewed by specialists, as the basic annual checks are not sufficient. It seems you have to have a medical emergency for anything to happen.
I assume the specialist mean heart scans. I don't think anybody expects such tests to be part of the normal testing regime, unless a patient shows symptoms, which your husband presumably does if he's in hospital for heart problems. If he didn't show symptoms, I'm not sure what you expect the NHS to have done.
As I'm sure you know, diabetes is a risk factor for heart problems, but you say that was well-controlled. Presumably his HbA1c was satisfactory and he was having full blood tests every year, which didn't show any irregularities.
