Does anyone have any suggestions for a heater that doesn't cost a lot to use, preferably with a thermostat?

I need one for my bedroom now the weather is turning chilly.

I am refusing to spend another winter in a cold damp bedroom.

Oil-filled heater ? I wouldn't know.

Yep, I'd second that. Oil filled radiators are not too expensive either to buy or to run. You can position them wherever you want, so very convenient.

Last year a builder did a loft conversion to give our DGS a den/occasional bedroom and we put in an electric panel heater with a thermostat and timer. I didn't notice a significant increase in our electricity bill last winter. Will pm you with details. We chose this particular one because of the size as the walls were very sloping.

How about an electric blanket/mattress cover? They cost just pennies to run and I don't mind a cold room if the bed is nice and warm, aired and dry.
