New Build CIL levy

We’re in the process of trying to purchase a new build (6 frustrating months so far of delays and problems) and now, just as we’re about to exchange, the developers can’t provide a receipt for the CIL (Community Infrastructure Levy). The developers say they have paid it and it will take a long time to get a receipt from the council. Has anyone else had this issue - and how have they resolved it? How safe is it to go ahead with written confirmation from the developer rather than a council receipt as I assume that would be binding?

Relations between developers and local councils are often fraught, which is why I've never gone for a new build. Sometimes they can take years to resolve, because the developers just want to money whereas the council have wider responsibilites. It rarely works well for the buyer.

I would not sign anything until things are totally completed. Receipts are important otherwise they could come after the money again if there is confusion about the bill being paid.

A receipt should have been provided as soon as the money was paid.

Can your solicitor contact the case officer for the build at the LA?

Why not contact the council yourself, explain the situation and just ask if it's true?
