Openreach and Asbestos report

After several years of waiting, Fibre was eventually installed in the block of purpose built flats in which I live.
Big job, all wired up in common areas, private road had to be dug up for them to lay wires to join to main cable. A small white box was installed above the front door of each of our 25 owner occupied flats.
All we then had to do (for those of us who wanted it) was to contact our own broadband suppliers to have brought into our flats.
Yesterday, the first of these was due to take place (BT - therefore Openreach). Mine was due tomorrow.
When the engineer arrived he said that a new (very new - 1st May) policy was now in place, and any building built prior to 2000 had to show an official Asbestos report before this work could continue.
Our flat were built in mid-80's. Over the years there have eighty times which flats have changed hands (sold/purchased). All the conveyancing Solicitors have been happy to accept a statement that at no time has any asbestos been found in any part of this building.
But Openreach would not accept this document - we need to have an official Asbestos free report by appropriate surveyors.
We were not told this in advance, told to keep pets under control (pets not permitted in our flats), told if anyone is ill to let them know, etc. But nothing about asbestos.
Note - when this fibre was being installed a couple of months ago, it involved a great deal of drilling of holes, etc.
We are self-managed - fortunately, so can act speedily - but are now having to spend money on getting one of these official reports for the common areas. We know that no asbestos was involved when these flats were built.
So, if anyone else out there living in similar building - built prior to 2000, before you get in Openreach to do any work, ensure that your Management company can provide an official Asbestos free report.
